Safety Inspections (Rule TNC-7)

- (1) Before a TNC driver first uses a vehicle to provide TNC services, and annually thereafter, a vehicle providing TNC services shall be inspected to ensure compliance with the requirements of this rule. The inspection shall be performed by an American Advanced Technicians Institute (AATI) certified mechanic or a National Institute for Automotive Service Excellence (ASE) certified mechanic or by a mechanic that is under the supervision of an AATI or ASE certified mechanic.
- (2) Notwithstanding the foregoing, vehicles less than three years old shall be exempt from the inspection requirements and vehicles less than ten years old shall be inspected within 90 days from the date a driver first uses the vehicle to provide TNC service.
(3) The safety inspection shall cover the following:
- (a) Foot brakes
- (b) Parking/emergency brakes
- (c) Steering mechanism
- (d) Windshield
- (e) Rear window and other glass
- (f) Windshield wipers
- (g) Headlights
- (h) Tail lights
- (i) Turn indicator lights
- (j) Brake lights
- (k) Front seat adjustment mechanism
- (l) Doors, capability to open, close, and unlock
- (m) Horn
- (n) Speedometer
- (o) Bumpers
- (p) Muffler and exhaust system
- (q) Interior and exterior rearview mirrors
- (r) Safety belts and air bags for driver and passenger(s)
- (s) Tire condition, including adequate tread depth
- (t) Functioning heat and air conditioning
- (4) The TNC shall maintain documentation that shows that the above safety inspection was completed and who performed and/or supervised the inspection. These records shall be maintained for two years from the date of the safety inspection and produced as part of the driver records during an annual inspection.
- (5) No TNC driver shall drive or cause to be driven any vehicle that is more than 15 years old. For the purposes of this rule, a vehicle will be considered to be 15 years old on June 30th of the fifteenth year following the manufacturer's model year of the vehicle, regardless of the purchase date or the date it was originally placed into service.
