1. (1) The provisions of this chapter governing criminal history background information checks is applicable to the following:

   1. (a) Applicants for a position of employment with the Department of Human Resources who may have access to Federal Tax Information;
   2. (b) Current employees of the Department of Human Resources who have or may have access to Federal Tax Information;
   3. (c) Contractors of the Department of Human Resources who have or may have access to Federal Tax Information.
