The hearing officer may combine two or more hearings or a fair hearing and a state-1evel administrative disqualification hearing into a single hearing if the factual issues arise out of the same, or related, circumstances, or the cases share common legal issues and the aggrieved person receives prior notice that the hearings will be combined.
