Within 14 days after the date of the meeting at which a rule or regulation is so proposed and provisionally adopted, the secretary-treasurer shall cause notice to be sent to each licensed optometrist in the state of Alabama which shall contain a statement of either the terms or substance of the intended action or a description of the subjects and issues involved, and the time when, the place where, and the manner in which interested persons may present their views thereon. Notice under this section may be sent by electronic mail where the Board has an electronic mail address for a licensee. Where the Board does not possess a working electronic mail address for a licensee, notice shall be in writing and sent to the last known address of the licensee.
