Except for the additional special requirement of a notice set out in Rule 630-X-1-.03, all rule sand regulations and amendments thereto shall be hereafter adopted or promulgated strictly following the rules and procedures set out in the Alabama Administrative Procedure Act (Code of Ala. 1975, §§ 41-22-1, et seq.
