A lapsed permit may be reinstated upon submission of a completed electronic application and compliance with the following:

1. (1) Payment of current renewal and reinstatement fees, outstanding fees, and fines.
2. (2) Successful completion of a background check as determined by the Board.
3. (3) If the reinstatement of a lapsed permit occurs during the renewal period, the expiration of the permit shall be at the end of the next permit period which shall be an off numbered year.
