1. (1) The Committee shall perform the following duties.

   1. (a) elect officers (Chairperson; Co-Chairperson; Secretary) to carry-out duties in an orderly fashion, with the Chair and Co-Chair not being employed by the program ;
   2. (b) develop by-1aws and operational procedures necessary to perform duties and responsibilities;
   3. (c) meet at least quarterly;
   4. (d) keep minutes of all meetings and maintain related correspondence;
   5. (e) report all committee activities and recommendations to the program director.

2. (2) The Human Rights Committee will include, but not be limited to, activities such as:

   1. (a) assisting in the review of rights-related policies and procedures;
   2. (b) promoting rights-related education and training programs;
   3. (c) reviewing rights restrictions;
   4. (d) assisting in monitoring activities;
   5. (e) advising the program administrator on consumer rights-related grievances;
   6. (f) reviewing rights-related issues in behavioral plans.
