1. (1) Provisional approval for the issuance of a license to practice medicine or osteopathy may be given by the Commission based on the following:

   1. (a) The Board of Medical Examiners has given provisional approval for a certificate of qualification pursuant to 540-X-3-.15; and
   2. (b) There are no grounds for denial of a license pursuant to Medical Licensure Commission Administrative Code or the Code of Alabama.
2. (2) Upon receipt by the Commission of a certificate of qualification issued by the Board, the Commission shall issue the license.
