Except when §§20-2-250 through 20-2-259, Code of Ala. 1975, as amended, and Board Rule 540-X-18-.09 are in conflict and shall take precedence, hearings related to a QACSC are to be governed and conducted in accordance with Board Rules 540-X-6-.03 (Hearing Officer); 540-X-6-.04 (Conduct of Hearings in Contested Cases; and 540-X-6-.05 (Miscellaneous Provisions).
