For the health, safety, and welfare of people who utilize manufactured homes and/or manufactured buildings (modulars), all manufactured homes, new or used, shall be installed by a person duly certified by the Commission to make said installation. All manufactured buildings, new or used, shall be installed by a person duly certified by the Commission to make said installation.
