This chapter shall be effective on November 1, 1999, upon its approval by the Commissioner of Insurance, and upon its having been on file as a public document in the office of the Secretary of State for ten days; provided, however, that, to the extent not otherwise addressed in this chapter, insurers and creditors offering consumer credit insurance on the effective date of this chapter shall be granted a period of ninety (90) days following the effective date of this chapter to comply with its terms.
