This chapter, as revised, shall become effective January 1, 2009, upon its approval by the Commissioner of Insurance and upon its having been on file as a public document in the office of the Secretary of State for ten days. All authorized insurers shall comply with this chapter for the year ending December 31, 2008, and each reporting period thereafter, unless the Commissioner permits otherwise.
