Notwithstanding the foregoing rules, the Commissioner may permit the solicitation of proxies, consents, or authorizations, provided that the manner of solicitation and the form of proxy, proxy statement and other documents used in such solicitation comply with the National Association of Insurance Commissioner's Model Regulation and the Schedules thereto.
