Any Commission member may recuse himself or herself from voting to issue any order modifying, approving, or disapproving an administrative action of the Agency and from participating in any discussions with other members of the Commission concerning the issuance of any such order if the Commissioner believes himself or herself to have a conflict of interest or personal bias which would prevent the Commissioner's fair and impartial consideration of the merits of the case.
