The Commission or Hearing Officer may order consolidation, in whole or in part, of two or more hearings to contest an administrative action of the Agency whenever it appears that such consolidation would expedite or simplify consideration of the issues and no party would be prejudiced thereby.The Commission or Hearing Officer may order severance, in whole or in part, of any hearings consolidated in accordance with paragraph (1) of this Rule whenever it appears that continued consolidation will not expedite or simplify consideration of the issues or will prejudice any party.The Commission or Hearing Officer may order severance, in whole or in part, of any hearing upon the consent of all parties or upon the motion of any party whenever it appears that severance would serve to make presentation of the issues more orderly and would not unduly delay the resolution of the issues.Author: Stacey Mills
