These rules apply to all persons involved in the harvesting, from either aquaculture sites or public or private reefs as defined or designated by the Alabama Department of Conservation and Natural Resources, processing, distribution, and sale of shellfish, whether in interstate or intrastate commerce. Due to special circumstances, administration and enforcement of these rules are to be conducted by the State Health Officer.
