1. (1) The Certificate of Need Review Board shall issue a final written order respecting the award of a Certificate of Need or application for exemption. Any order respecting the award of a Certificate of Need shall include findings of fact and conclusions of law, separately stated. The final order shall be issued within fifteen (15) days.

   1. (a) after the public hearing is concluded, if conducted by the CON Review Board; or
   2. (b) after the recommended findings of fact and conclusions of law is submitted to and voted upon by the CON Review Board, if the public hearing is conducted by an Administrative Law Judge.
2. (2) Parties may submit proposed findings of fact to the Certificate of Need Review Board for inclusion in the final order.
3. (3) The aforementioned time periods may be extended by the consent of all parties and approval by the CON Board Chairperson.
