If a contract shall not require the expenditure of public funds but shall impose costs upon members of the public, the Chief Procurement Officer or the head of a Purchasing Agency shall determine the nature of the work and the estimated costs throughout the life of the contract and shall determine the method of procurement based upon those factors.
