A consecutive system can be designated as a segmental water system if it contains no pumping facilities or water storage tanks, and consists primarily of plumbing instead of distribution lines. This facility, such as an apartment complex or shopping center, must obtain water from a permitted public water system whose actions, activities, reports, and monitoring meets all State and Federal Standards and are sufficient to ensure that a proper quality of water is made available to the customers of the segmental system during all times of normal operation.
