Regulations and standards established under Division 7 apply to each public water system in Alabama as defined in this chapter except water dispensing machines unless the water system meets all of the following conditions:

1. (a) Consists only of distribution and/or storage facilities and does not have any collection and treatment facilities,
2. (b) Obtains all of its water from, but is not owned or operated by, a public water system to which this chapter applies,
3. (c) Does not sell water to any person, and
4. (d) Is not a carrier which conveys passengers in interstate commerce.
