1. (1) No person shall introduce pollutants, other than domestic wastewater into a privately owned treatment works operated by another person without having first obtained a valid State Indirect Discharge (SID) Permit from the Department.
2. (2) No significant industrial user shall introduce pollutants into publicly owned treatment works without having first obtained a valid State Indirect Discharge (SID) Permit from the Department.
