No person shall emit into the atmosphere a waste gas stream from any ethylene producing plant which is located in Mobile County, unless the waste gas stream is properly burned at 1300° F for 0.3 seconds or greater in a direct-flame afterburner equipped with an indicating pyrometer which is positioned in the working area at the operator's eye level or an equally effective catalytic vapor incinerator also with pyrometer.
