For purposes of this Chapter, the following words shall have the following meanings:

1. (1) "Commission" means the Alabama Environmental Management Commission of the Alabama Department of Environmental Management.
2. (2) "Department" means the Alabama Department of Environmental Management.
3. (3) "Member" means a member of the Alabama Environmental Management Commission.
