The Commission may not issue an order modifying, approving, or disapproving an administrative action without the concurrence of a majority of a quorum present at a regular or special meeting of the Commission, except that a determination made pursuant to §§9-lOB-21 and 9-lOB-22 of the Act shall require a favorable vote of at least 13 members of the Commission. A quorum shall be a majority of the Commission. Recusal of a member of the Commission shall not affect the quorum.
