Employee eligibility, beginning at initial program entry, is limited as follows:

1. (1) Non-readers will have 120 months of eligibility.
2. (2) Individuals initially assessed at or below grade level 4 will have 120 months of eligibility.
3. (3) Individuals initially assessed between grade levels 5 and 8 will have 80 months of eligibility.
4. (4) Individuals assessed between grade levels 9 and 12 will have 48 months of eligibility.
5. (5) Individuals who have a high school diploma or GED certificate and are assessed at or above grade level 12 are not eligible for participation.
6. (6) Participants must be at least 16 years of age and not currently enrolled in secondary schools.
