Upon completion of an initial investigation, the Executive Director, on behalf of the Board, shall have the power to act on the report of the investigation as follows:

1. (1) Dismiss the complaint.
2. (2) Enter into settlement negotiations, resulting in a proposed consent agreement for consideration by the Board.
3. (3) Commence formal disciplinary proceedings.
4. (4) Accept voluntary surrender of a license.
