1. (1) No person owning or having control of a mechanically propelled vessel shall permit any person under the age of twelve (12) years to operate said vessel on the waters of this state.

   1. (a) The provisions of this regulation shall not apply to any person operating a vessel under the age of twelve (12) years in a Department of Conservation and Natural Resources or United States Coast Guard officially recognized marine event, provided a written permit has been issued by the Commissioner.
