(b) The commission shall provide notice of a public hearing under this section. The commission shall provide notice in the same manner as a notice under AS 31.05.050(b) and shall provide notice to

1. (1) each mineral lessee, mineral owner, and mineral right owner of record within the storage reservoir and within one-half mile of the boundaries of the storage reservoir;
2. (2) each surface owner of land overlying the storage reservoir and within one-half mile of the boundaries of the storage reservoir; and
3. (3) any additional persons that the commission considers necessary.
