The commissioner shall adopt regulations governing the

1. (1) management of supplies during their entire life cycle;
2. (2) sale, lease, or disposal of surplus supplies by public auction, competitive sealed bidding, or other appropriate method;
3. (3) purchase of surplus supplies by an employee of the using or disposing agency; and
4. (4) transfer of excess supplies.
