The authority is not a

1. (1) political subdivision of the state for the purposes of AS 37.10.085, but for all other purposes the authority constitutes a political subdivision and an instrumentality of the state under this chapter;
2. (2) municipality;
3. (3) state agency for the purposes of AS 37.
