A person may not make an expenditure

1. (1) anonymously, unless the expenditure is

   1. (A) paid for by an individual acting independently of any person;
   2. (B) made to influence the outcome of a ballot proposition as that term is defined by AS 15.13.065(c); and

   3. (C) made for

      1. (i) a billboard or sign; or
      2. (ii) printed material, other than an advertisement made in a newspaper or other periodical;
2. (2) using a fictitious name or using the name of another.
