1. (a) As used in AS 23.15.643(2), "five years" means the 60 months immediately preceding the date that the person applies for assistance under the program.

2. (b) As used in AS 23.15.643(3), "improve the person's prospects" means to maintain or improve the person's competiveness in the labor market or improve the person's earnings potential as evidenced by

   1. (1) a potential for increase in wage and salary earnings after training; or
   2. (2) the prospect of employment at wage and salary earnings comparable to previous employment and related to the training received.
