1. (a) The director shall determine if a complaint under AS 18.60.089 merits referral to the attorney general to bring an action in the superior court against the violator.
2. (b) If the director determines that the complaint does not have merit, the complainant may obtain a review of the determination by submitting a written request to the commissioner not later than 15 days after receiving notification of the director's determination. The commissioner will inform the complainant of the results of the review not later than 15 days after receipt of the request for review of the director's determination.
