For purposes of AS 23.30.041(m), only the certified rehabilitation specialist assigned to a case may perform the following activities:

1. (1) acting as the primary contact for the employee and for the employer or insurer;
2. (2) conducting the interviews with the employee and employer;
3. (3) selecting appropriate job titles in accordance with 8 AAC 45.525(a)(2);
4. (4) determining whether specific vocational preparation has been met and which job titles are submitted to a physician;
5. (5) meeting with the physician;
6. (6) evaluating physician responses;
7. (7) evaluating an employer's offer of alternate employment;
8. (8) evaluating previous rehabilitation and dislocation benefits in prior claims;
9. (9) making a recommendation regarding the employee's eligibility;
10. (10) selecting the occupational goal, method of training, and specific training provider for a reemployment benefits plan;
11. (11) providing vocational guidance and counseling;
12. (12) reviewing and signing all reports and accompanying forms.
