1. (a) A hearing officer shall serve as a commissioner's designee to hear and decide procedural and stipulated matters without a panel. An action of a hearing officer under this section is an action of the full board.

2. (b) For purposes of this section,

   1. (1) a procedural matter is limited to

      1. (A) a petition for an order under AS 23.30.015;
      2. (B) settlement terms on the record;
      3. (C) venue;
      4. (D) a supplementary default order;
      5. (E) a petition to quash a subpoena;
      6. (F) a petition for testimony by teleconference;
      7. (G) a petition for social security offset;
      8. (H) a declaration of amount in default; or
      9. (I) an uninsured employer's discharge order;

   2. (2) a stipulated matter is limited to

      1. (A) an award of attorney's fees and costs;
      2. (B) a continuance;
      3. (C) a failure to insure and civil penalty assessment under AS 23.30.080; or
      4. (D) a stipulation under 8 AAC 45.050(f).
