When payment is received by a provider from a recipient, relative, recipient's estate, health insurance, or other source, for a covered service that has been or will be paid for by the department, the provider must refund or credit to the department an equivalent amount, up to the department's liability, or the provider will be subject to recoupment under 7 AAC 105.260.
