To be eligible for Medicaid under 7 AAC 100.002(b)(6) and this section, an individual must
- (1) be 18 years of age or older;
- (2) have received SSI or APA benefits on the basis of blindness or a disability before the individual was 22 years of age;
(3) have lost eligibility for SSI or APA on or after July 1, 1987, when the individual's income increased
- (A) because the individual became eligible for Social Security benefits as the child of an OASDI recipient; or
- (B) because of an increase in OASDI benefits received as the child of an OASDI recipient; and
- (4) be able to financially qualify for SSI or APA if OASDI benefits were disregarded.
