In this chapter,

1. (1) "commissioner" means,

   1. (A) except as provided in (B) of this paragraph, the commissioner of health;
   2. (B) with respect to foster care services and other services under AS 44.30.020, the commissioner of family and community services;

2. (2) "department" means,

   1. (A) except as provided in (B) of this paragraph, the Department of Health;
   2. (B) with respect to foster care services and other services under AS 44.30.020, the Department of Family and Community Services.
