- (a) The department may waive a fee for an ASAP service if the commissioner determines that collecting the fee will interfere with the provision of services.
- (b) No person will be denied ASAP services because of nonpayment of fees.
- (c) Unless payment is ordered by a court, the department will not consider the failure to pay the fee as noncompliance with the program.
