- (a) The department may waive a fee for a social service if the commissioner determines that collecting the fee interferes with the departmental purpose of providing services to protect children and to rehabilitate or reunite families.
- (b) No child who has been placed in the legal custody of the department will be denied available and necessary social services because of the family's inability to pay for those services.
