Each facility shall adopt standards for granting authorized leaves for residents. The standards must provide, as a minimum, for an informal field investigation before granting such leaves. Upon recommendation of the assigned counselor and approval of the review board, residents may be granted leave from the facility to participate in educational, training, medical, or psychiatric programs or other rehabilitation programs, or to visit their families.
