The superintendent shall establish a committee of at least three persons composed of available qualified personnel to serve as the treatment team. This team shall assign a counselor to the juvenile, periodically review the juvenile's progress and make recommendations, review and update treatment planning, and prepare and implement release planning subject to approval of the review board and the superintendent. The treatment team shall consider recommendations, if any, made by the assigned probation officer.
