In order that each resident may benefit from the program of a facility, the superintendent shall strive to maintain a high ratio of trained professional staff to residents. The ratio must be no less than one staff member for every 20 residents during sleeping hours, and one staff member for every 10 residents during active hours, exclusive of administrative personnel.
