Except as otherwise specified in applicable federal regulations, and unless the period is extended by mutual agreement of the recipient and the department and approved by the assigned administrative law judge, the administrative law judge shall issue the proposed decision required under AS 44.64.060(d) in time to allow the commissioner or commissioner's delegee to issue a final decision as described in 7 AAC 150(c) not later than 90 days after the date on which the department received the request for a hearing.
