1. (a) An individual is entitled to a prompt hearing before a department representative, upon oral or written request directed to any employee of the division handling public assistance matters for the department, if

   1. (1) the individual's application is not acted upon within 30 days after receipt by the department;
   2. (2) the individual's application is denied; or
   3. (3) the individual's assistance is reduced or discontinued.
2. (b) The hearing will be conducted under the procedures established in 7 AAC 49.
