To be a qualified entity for the purpose of administering the ATAP or a part of it, the entity must be included in the definition of "qualified entities" in AS 47.27.050, and must provide the service through individuals who have

1. (1) advanced education in a field related to administration of a social services program; or
2. (2) had employment or other personal experience demonstrating an ability to work successfully with individuals to enhance their employability.
