An applicant whose application is not acted upon within 30 working days after receipt by the division, whose application is denied in whole or part, or whose assistance is reduced or discontinued, will upon presentation of a written request be granted a hearing under 7 AAC 49. In this section, "working day" means a day other than Saturday, Sunday, or a legal holiday under AS 44.12.010.
