The department will annually issue a public notice of priorities for the application process for eligible employer sites and health care professionals, including occupation types, localities, practice settings, distribution of program participants, and available funding. The commissioner may consider other relevant factors in considering applicants, including
- (1) the number of health care employee vacancies at a site;
- (2) the number of participants at a site;
- (3) the percentage of underserved individuals served;
- (4) the extent to which the service area is rural;
- (5) the level of social and medical need in the service area;
- (6) whether a position serves clientele statewide;
- (7) the size of a position's anticipated workload;
- (8) a health care professional's specialty;
- (9) the occupational mix of staff;
- (10) the employer and practice setting;
- (11) whether a health care professional who has applied is a new recruit or a retention candidate; or
- (12) a health care professional's years of experience.
