Upon the presentation of an oral or written request for a hearing, the department will grant a hearing to an applicant whose application or waiver request is not acted upon within 30 days after receipt by the department, or whose application or waiver request is denied in whole or part, or of a child or the parent or guardian of a child whose assistance is reduced or discontinued.
