1. (a) The department will refer children to only the following types of providers:

   1. (1) persons currently licensed to practice medicine, osteopathy, dentistry, nursing, or optometry;
   2. (2) persons registered as occupational therapists, dieticians, or psychologists;
   3. (3) hospitals currently licensed;
   4. (4) licensed pharmacies;
   5. (5) companies or individuals, not excluded in (b) of this section, that supply medical transportation, ambulance services, oxygen, eyeglasses, prosthetic devices, appliances, meals, lodging, or approved services;
   6. (6) outpatient community mental health centers;
   7. (7) rural health clinics;
   8. (8) licensed outpatient surgical care centers;
   9. (9) licensed foster homes;
   10. (10) licensed physical therapists;

   11. (11) speech therapists and audiologists who

       1. (A) have a certificate of clinical competence; or
       2. (B) have a bachelor's degree and are working under supervision of a speech therapist or audiologist with a certificate; and
   12. (12) home health service agencies licensed by the department.

2. (b) The department will not refer a child to the following kinds of providers, or pay for services of such providers, under the program for children with disabilities:

   1. (1) chiropractors;
   2. (2) Christian Science practitioners or theological healers;
   3. (3) naturopaths;
   4. (4) podiatrists; or
   5. (5) any other licensed or unlicensed practitioners not otherwise specifically approved under 7 AAC 23.110 - 7 AAC 23.220.
3. (c) At the time that it refers a child to a provider, the department will designate the kind and dollar value of services that the provider is authorized to provide to the child under the program for children with disabilities, and the period during which the provider may render services. Except as provided in (d) of this section, the department will not pay a cost of service unless the department authorized provision of the service before it was rendered.

4. (d) Even if the department did not authorize provision of a service the department will, in its discretion, pay a cost of emergency treatment services rendered after the close of a working day, on a legal holiday for state employees or on a weekend, if

   1. (1) the child that received the service is an eligible child;
   2. (2) the condition treated is an eligible condition;
   3. (3) the service that the child received is an eligible service;
   4. (4) the child and the child's family meet financial eligibility standards and agree to pay a participation amount as required by 7 AAC 23.180;
   5. (5) an eligible person has applied for assistance under the program for children with disabilities within seven days after the services were provided; and
   6. (6) the cost can be paid under 7 AAC 23.190.
